ㅣUSCIS Discontinues Legacy e-Filing System

Apart from the traditional method of receivng applications by postal mail, the US Citizenship and Immigration Services (USCIS) have used a program called the Electronic Immigration System (ELIS) that allows individuals to complete and submit certain applications electronically through e-filing.
However, on October 2nd, 2017[1] the USCIS announced that it will discontinue some of its Legacy e-Filing System and will only receive the following three categories:
Form I-90, Application to Replace Permanent Resident Card
Form I-131A, Application for Travel Document (Carrier Documentation),
Form N-400, Application for Naturalization
The reason with its discontinuance of certain visa applications through ELIS is that, according to the USCIS, its’“transitioning to a new system which is a faster, more secure, and easier to upgrade and update.”
Although the forms being removed from the legacy e-Filing system will not be available immediately in ELIS, the USCIS announced that there are plans to add them in the future.[2]
However, it might take several years for the system to be implemented and no specific date was given by the USCIS. For those applicants who have a pending case that they have already submitted through the legacy e-Filing system before the new change, they do not need to take any action and the USCIS assured that it will “adjudicate your case to completion.”
After September 20th, 2017 individuals who were planning to apply for a Green Card (of the forms mentioned below) should file the paper version and send by postal mail (USPS, FedEx, UPS, DHL)[3] . Currently, the Electronic Immigration System (ELIS) will not receive the following forms through the e-filing system:
Form I-131, Application for Travel Document
Form I-140, Immigrant Petition for Alien Worker
Form I-765, Application for Employment Authorization
Form I-821, Application for Temporary Protected Status
Form I-907, Request for Premium Processing Service
However, even with the discontinuance of some of the e-filing system the Electronic Immigration System (ELIS) seems to have received many criticism in the past.
According to the Forbe, “billions have been invested in a failed effort that has resulted in budget overages, product delays and software defects.
Not to mention, the USCIS received more than 200,000 complaints of missing green cards from approved applicants over the past three years, according to a recent report released by the Department of Homeland Security’s Office of Inspector General.”[4]
Even immigration attorneys have also found ELIS frustrating according to the Sharma Law Offices, LLC.:
“[E]ven with the reaming many issues with the ELIS system for online applications for naturalization (N-400). The program, re-launched in April of 2016, aimed at assisting the processing of the tens of thousands of naturalization requests received by USCIS each month. As with previous ELIS naturalization releases, the application had ‘significant unresolved functional and technical issues surrounding ELIS.’ The delays associated with the ELIS technical issues created a significant backlog (approximately a 60% increase) for USCIS naturalization applications.”[5]
“As someone who works directly with immigrants who need help navigating overcomplicated USCIS forms, I have heard countless stories of I-90 filing attempts gone wrong” says Cesare Alessandrini—CEO of FileRight.com.[6]
“The U.S. government has also acknowledged the USCIS’ ineptitude. ELIS was directly responsible for at least 19,000 incidents, where green cards were produced with incorrect information or were issued in duplicate… As hundreds of thousands of approved green card holders grapple with the inefficiencies of a fundamentally broken system, it is yet another reminder that the USCIS’ e-filing system is an abject failure. It’s as confounding as it is maddening. The USCIS needs to ditch their playbook and join forces with private companies.”[7]
Thus, looking at the mentioned flaws of the Electronic Immigration System, it is best to go by with the old-fashioned but secure way of consulting with a professional before filing a visa.

2017년 10월 2일, 미국 이민국(USCIS)은 온라인 서류심사를 세가지 항목으로 제한할 것을 발표했다.현재 온라인 신청이 가능한 비자는 아래의 항목으로 제한된다.

시민권 수수료 및 생체정보 채취비용 등 전체 수수료($725)는 온라인으로 납부할 수 있다.
